GRAND CHUTE, Wis. (WFRV) – According to court documents, John Carter, the man arrested for sexual assault and kidnapping in a 2000 cold case has been officially charged with one count of 1st-degree sexual assault and one count of kidnapping, use of a dangerous weapon.
The criminal complaint states that on February 12, 2000, the 16-year-old victim was walking to her vehicle in the Fox River Mall parking lot after getting done with work at the Younkers and noticed a man in front of her car while she was getting an ice-scraper. She did not know the man but recognized him as the man who approached her earlier in the store, asking what time the store was closing.
The suspect, identified as John Carter, pointed a handgun at her and told her to get in the passenger seat. He then drove to Dodge Country, which is located on College Avenue, and where the sexual assault occurred. Before leaving the vehicle, he allegedly told the victim not to tell anyone and that he had her license plate number.
Through DNA analysis, the Wisconsin State Crime Lab was able to connect the DNA collected from the victim to a sexual assault in Janesville that happened in 1999. Detectives obtained records for John Carter from Crawford County, Wisconsin.
On February 24, 2021, Special Agents obtained two plastic bags of garbage across the street from Carter’s home. Inside they were able to find four plastic bottles with chew tobacco. Through the ‘spitter’ bottles, DNA linked Carter to the DNA gathered from the 2000 sexual assault in Grand Chute.
According to the criminal complaint, when interviewed, Carter admitted to meeting the victim at the Younkers and was attracted to her and decided to wait outside for her. He also revealed that the gun at the time was fake.
Carter allegedly committed a similar act in Janesville in 1999 where he met the victim outside the Janesville Mall.
He appeared in Outagamie County Court was bond was set at $1 million cash. He’s scheduled to be back in court May 6.

GRAND CHUTE, Wis. (WFRV) – There has been an arrest in a 2000 cold case of kidnapping and sexual assault according to the Grand Chute Police.
According to a release, on February 12, 2000, Grand Chute Police responded to a kidnapping and sexual assault that happened near the Fox River Mall. Officers learned the 16-year-old girl was working inside Younker and the suspect waited outside by her car. The suspect showed a handgun when the girl approached her car and told her to get in and move to the passenger seat. The suspect got inside the car and drove it to a nearby location where he sexually assaulted her.
After the assault, the suspect fled the scene and was not found. In April 2000, investigators learned that the sexual assault was linked through DNA evidence to a 1999 sexual assault case that happened in Janesville, Wisconsin. On Friday, April 16, 2021, the suspect was arrested.
51-year-old John Carter was taken into custody in Wisconsin Rapids. He is being charged with 1st-degree sexual assault and kidnapping, use of a dangerous weapon.
He’s scheduled to be in court April 19.
